Description from the seller

In the letter Jacobs apologizes because he cannot accept an invitation. He writes that he is unable to attend due to a busy schedule, hopes to meet the addressee, Mr. Coppé, and his young comic fans at a later date, and notes that as a goodwill gesture he is sending along a small study.

It is a personal and substantive letter, not a standard letter or a loose signature.
