The portrait is of a former mayor of Mers-les-Bains on the Opal Coast in the north of France
Phillipe Rossi or Giuseppe Rossi are the same artist, as he used to sign Philippe at the client's request. This little story was told by his great-grandchildren.
He also painted Venetian landscapes, but also the antique dealer shown in the attached photo...
Beautiful painting quality
Restoration was carried out at the time, I think it is visible in the photo.
Sold without the gilded frame.

Le portrait est celui d'un ancien maire de Mers les bains sur la côte d'opale dans le nord de la France 
Phillipe Rossi ou Giuseppe Rossi sont le même artiste car celui ci avait l'habitude de signé philippe à la demande du clients . Cette petite ma était raconté par les arrières petits enfants de celui-ci.

Il a peint également des paysages vénitiens mais aussi l'antiquaire ci-joint en photo...

Belle qualité picturale 

Restauration a était réalisé à l'époque je pense est visible en photo.
