Henk Dekker was born on 19 February 1897 in Gouda and died on 10 November 1974 in The Hague. He lived most of his life in The Hague. He became known for seascapes and beach scenes painted in an impressionistic manner, with fishermen and ships. For that he drew inspiration along the Dutch coast, but he also traveled along the Mediterranean Sea and along the coasts of Brittany, Belgium, England and Sweden. Henk Dekker received guidance from H.J. van der Weele and shaped himself further. He lived and worked in The Hague, but he also undertook many foreign trips, in addition to England and Sweden also to France and Morocco. In the thirties his color usage changed and in his work the bluish-gray tone that he is known for predominated. Dekker was a member of the Dutch art circle.
