Eugène Soulier is a French watercolor painter of the 19th century, known for his Romantic landscapes, seascapes, and lively genre scenes. Initiated into watercolor in England under the master Copley Fielding, he specialized in the fine restitution of light and the coastal reliefs of Normandy and Brittany, notably illustrating views of Saint-Malo and Étretat. A close and faithful friend of the famous painter Eugène Delacroix, the two artists helped each other in their early days by coloring mechanical engineering drawings to subsist. His technical mastery allowed him to contribute to period journals, notably by providing illustrations for the Journal des Demoiselles.
