After graduating from the Tokyo School of Fine Arts in 1935, he taught ceramics at the Yokkaichi Technical School and exhibited in prestigious shows such as the Nitten and Shin-Kōzōsha exhibitions. From 1970, he served as associate professor and then professor at Nagoya University of Arts. In the 1980s, he relocated to Ichinomiya City and contributed greatly to local cultural development, including serving as a judge for municipal art exhibitions. Though sculpture was his primary discipline, Saegusa was also an accomplished painter. His works demonstrate a powerful sense of form, rooted in his sculptural background.
