He is best known as one of the disciples of Utagawa Kunimasa (国政／Kunimasa) and worked within the broader Utagawa school tradition, inheriting its linework and dramatic composition while modernizing it for Meiji-era subjects. Although less widely recognized than earlier Edo masters, Kokunimasa holds an important place in the transition period between traditional ukiyo-e and modern mass-printed illustration, especially in the context of Meiji political and military prints.
