Until 1910 Hoos lived and worked in The Hague, after which he moved to Brussels. He then returned to The Hague and subsequently lived in Voorburg, Nancy and Namur. Frans Hoos educated himself; he initially came under the influence of Willem de Zwart and H.G. Breitner. Hoos painted in the style of the Hague School landscapes, cityscapes, still lifes and portraits and, during his life, was a well-known Hague artist.
