Written documents in medieval Latin (4 pages of handwritten text). The document records a formal protest submitted by the tax collectors on flour (Daziari della Macina) on April 20, 1422, in Pavia. The tax collectors complain of an economic loss (damage) because the city's mills are shut down and cannot grind the grain. The 'Council of the Wise' of the city and the Vicar meet 'at the sound of the bell' (an official procedure for public assemblies). The purpose is to discuss issues of public utility and resolve disputes between private individuals and the community.
If the 'Bellegni' (or torchieri), that is, the wooden structures or gears that regulate the flow of water or the movement of the mills near Porta San Stefano, by the city moat, and inside the city near Porta Nuova above the citadel's moat, are broken, the water from the Carona (an important artificial canal of Pavia), which is necessary to operate the mills inside the walls, passes through these structures.
