Commissioned by the Government of the Irish Free State to argue for the return of the Hugh Lane Paintings.In his introduction The President of the Irish Free State, William, T, Cosgrave states "The Executive Council issue this book as an outline of Ireland's case, in the confident hope that it will be found to be irresistible on equitable grounds" The Author Thomas Bodkin was Director of the National Gallery of Ireland and had been a friend of Hugh Lane.

Sir Hugh Percy Lane (9 November 1875 – 7 May 1915) was an Irish art dealer, collector and gallery director. He is best known for establishing Dublin's Municipal Gallery of Modern Art (the first known public gallery of modern art in the world) and for his contribution to the visual arts in Ireland, including the Lane Bequest. Hugh Lane died on board the RMS Lusitania.
