It is a traditional water boiler, originating from Russia and also used in other countries such as Iran and Turkey.
The name 'Samovar' literally means 'boil by itself' in Russian.
It features elaborate decorations, such as the floral motif engraving and the grape cluster ornamentation visible in the image.
