This is a Torah scroll, a handwritten copy of the first five books of the Hebrew Bible (the Pentateuch). The scroll appears to be an antique fragment, possibly from Morocco, characterized by its warm brown-colored parchment, which deepens with age. 
Torah scrolls are written in Hebrew by a qualified calligrapher on vellum or parchment made from the skin of a kosher animal. 
The text is the five Books of Moses: Genesis, Exodus, Leviticus, Numbers, and Deuteronomy. 
The scroll in the image appears to be an aged fragment, possibly several centuries old.
