This item is an iron well cleaning tool (Idosarai) that was actually used in Japan.
It was traditionally employed to retrieve mud, sediment, and fallen objects from the bottom of wells, and is characterized by its distinctive form with multiple curved iron hooks.

The powerful forged-iron construction and sharply extending hook-shaped prongs reflect traditional Japanese folk craftsmanship.
