This device is a vintage Vorwerk VKM 5 blender from around 1961. The designation "Type 15" that you mention is specific to the Vorwerk VKM 5, Typ 15, a model that was produced circa 1967 in the then Federal Republic of Germany (FRG / West Germany).
This particular model is known as the predecessor of the modern Thermomix. At the time, the appliance offered several functions, including stirring, kneading, chopping, grating, blending, and milling. It features a glass mixing bowl with a 1-liter capacity and a housing made of cream- and green-colored plastic.
The Vorwerk VKM 5 was a very versatile machine for its era. In the manual and marketing from that time, seven main functions were emphasized [6]:
Mixing: For milkshakes, sauces, and batter.
Chopping: For vegetables, herbs, and meat.
Grinding: Powerful enough for coffee beans, grains, and nuts.
