This device is a vintage Vorwerk VKM 5 blender from around 1961. The designation "Type 15" that you mention is specific to the Vorwerk VKM 5, Typ 15, a model that was produced circa 1967 in the then Federal Republic of Germany (FRG / West Germany).

This particular model is known as the predecessor of the modern Thermomix.
