Willem Kroon was a talented painter who died too young but left behind quite a bit of work. Mostly landscapes with water. In this case sailing ships on a Dutch body of water. Often, as here, under a sky that does not bode well.
He worked at sea for a time until an accident made that impossible for him. Perhaps that explains his love-hate relationship with the water.
