This device is a vintage Tasco model 76T (32x80) monocular observation telescope (spectiv) manufactured in Japan.
It is a powerful optical instrument with a high magnification rate, often designed for beginning nature observation, bird watching, polygon shooting, or astronomy.

32X80: Indicates that the device has a constant zoom ratio of 32x and a front objective diameter of 80 mm. The 80 mm objective provides plenty of light inside and also yields a bright image even in low light.
