Jesus the Good Samaritan, Hand painted Russian icon.

While Jesus is still near Jerusalem, various Jews come to him. Some want to learn from it, others to experience it.
One of them, who was skilled in the Law, asked him the question, "Teacher, what must I do to inherit eternal life?"

Jesus understands that he is not asking simply out of curiosity. The man may be trying to get him to say something that will affect the Jews. Seeing that the man already has an opinion, Jesus cleverly gets him to reveal what he thinks.

Jews believe that the word "neighbor" refers only to those who observe Jewish traditions.
A Jew may even claim that it is not permissible to befriend a non-Jew. Therefore, this man and perhaps some of Jesus' disciples were considered righteous as long as they treated their fellow Jews well. But they can misbehave with someone of another nation because he is not really their fellow man.

In essence, this is exactly the example of Jesus, all neighbors are equal and we should treat everyone as we want!
