As noted in the statute of the Order “For Personal Courage”, approved by the decree of the Presidium of the Supreme Soviet of the USSR on December 28, 1988, it was established “to reward citizens of the USSR for courage and bravery demonstrated in rescuing people, protecting public order and socialist property, in the fight against crime, natural disasters and other emergency circumstances.
