Akira Toriyama (born 1955, Japan) is the creator of the original Dragon Ball manga, first published in Weekly Shōnen Jump starting in 1984.
The Dragon Ball Z saga (a continuation of the original manga) began airing on Japanese television in April 1989 and was published in manga form until 1995.
The dragon in the image is Shenron (or Shenlong), the magical dragon who appears when the seven Dragon Balls are gathered to grant wishes. Toriyama drew inspiration from Chinese mythology, where dragons are traditionally benevolent and snake-like, unlike their Western counterparts.
