Wonderful antique centerpiece signed Val Saint Lambert, the famous Belgian crystal maker renowned for the quality and finesse of its productions.
The piece consists of:

The dish also shows a reaction under a 365 nm UV lamp in the dark (visible on a black background), due to the probable presence of manganese used in the past as a decolorizing agent for glass and crystal
