It could be a piece of furniture for a grocer's shop (apothecary cabinet), recognizable by the inscriptions:
“DISPENSING”
“DEPARTMENT”

These pieces were used from the late 19th to the early 20th century for:
product display
preparation and distribution (dispensing)

Estimated year of production: around 1900–1930, due to:
hand-carved decorations in a late Victorian / Edwardian style
combined use of modular display cases
inscriptions on panels (typical of Anglo-Saxon shops of the early 1900s)
Materials
Structure: solid wood (probably mahogany or walnut)
Shelves: glass (original or replacements, but consistent)
Decorations: hand carving at the top
Finish: original dark varnish/patina or restored
