If you do not have a license, the diamond will arrive at the official diamond office in Antwerp and from there it will be released. France bidders VAT is payable by the buyer. Portugal bidder Please be advised that local regulations require a local broker for final delivery. Chinese bidders ,loose diamonds can only be shipped to Hong Kong.
